For group policy within a domain…these are processed in the following order of preference.…First local policy is applied,…and then site GPOs, followed by domain GPOs,…and then organizational unit GPOs,…and finally any child URL GPOs.…Where two GPOs have been created for the same level…with competing settings then the policy…which is applied last will take precedence.…You can tailor how GPOs are applied…to specific users or computers…by using a concept called filtering.…
