- Another very important step is to develop the Level of Development and responsibility matrix, in order to optimize time and concentrate effort where needed. Level of Development is the combination of level of detail and the level of information. The project team will need to define for each milestone of the project, for each object, at minimum per category how detailed it will be modeled, and what information it contains. But, first, I want to define what is a Responsibility Matrix, which has two levels. First, lays out who's contractually responsible for an object. For example, the structural team is responsible for positioning and sizing the concrete walls, beams and columns.
