People, process, tools, which are the three pillars of the PMO's second component, its structure. So, why are people, process, and tools so magical? They're magical because they fascinate us with an endless debate on which pillar is most important. They're magical because they entice so many people to jump the gun and make them the subject of the very first questions they ask when setting up a PMO. They're magical because they form the foundational layer of the PMO, and the quality of this base is the essence of a formidable PMO. Based on my experience, people is the most important. Why?
