Applying a filter multiple times

I've saved my progress as Effects and filters.psd. In this exercise, we're going to convert this Shape layer, this vector-based Shape layer to a Smart Object, and then we're going to duplicate this whole mess of effects and filters onto that Shape layer, and then we'll pick and choose what we want to keep. So go ahead and click on the lightning layer to make it active. Once again, by the way, if you try to go to the Filter menu and choose Blur, and choose Gaussian Blur, or any of the other filters, then you'll get an alert message telling you, hey, you've got to rasterize this before proceeding. Do you want to rasterize the shape? Of course that's not true.

You don't have to do that. It should also say, or you could convert this to a Smart Object if you wanted to. Anyway, Cancel out. What we're going to do is convert it to a Smart Object, in advance of course. So go up to the Layers panel flyout menu and then choose Convert to Smart Object, of if you load...
