Here we add a bokeh to simulate the effect of snowflakes landing and melting on the lens. You can create the blur nondestructively by assigning a Drop Shadow to a layer, setting the Fill Opacity to 0%, and turning off the Layer Knocks Out Drop Shadow checkbox.
