Join Deke McClelland for an in-depth discussion in this video Adding elliptical motion with Spin Blur, part of Photoshop: 2014 Creative Cloud Updates.
…In this movie, I'll show you how to work with the spin…blur filter, which allows you to…create motion blur filters in elliptical patterns.…Which are perfect for spinning wheel effects.…Like this one here.…I'll start with this 3D image, once again from the Fitolia Image Library.…Again you can apply spin blur as an editable smart filter.…So the first thing we want to do is…double-click in the background here inside the layers panel.…And name this new layer wheel and then right click inside the…image window with the rectangular marquee…tool and choose convert this foreign object.…
Next go up to the filter menu, choose blur gallery,…and choose spin blur from the bottom of the list.…And you can see that the filter automatically generates a default blur.…Now, this isn't quite we want of course.…So, I'll go ahead and drag this guy upward by dragging on the center pin right there.…And then, you want to drag outward from one of the four ellipse handles that…appear either side as well as the top and the bottom of the ellipse.…
