Using Adjustment Layers in Premiere Elements, a video effect or a color adjustment can be applied to a whole sequence or to your entire movie at once rather than to individual clips on your timeline.

Now, we can create an adjustment layer a couple…of ways, for instance, we can go to Project Assets,…go to the panel options in the upper right hand corner,…and select from New Items, Adjustment Layer.…I'll show you another way to do it.…Close Project Assests.…We're going to go the Effects Panel, select an effect,…and I'm going to select,…how about the NewBlue old film effect?…
