Having your ads run at the right time for you is essential. And you may choose to time your ads for when someone can answer the phone, and get you that sale. (This can be done in the 'advanced campaign settings') Having 'phone as a call to action' is a way to add a phone icon to an ads, encourage people to 'call' rather than take another action (e.g. visit your site). This is perfect if you are seeking more customer interaction via phone and costs the same as a 'click'.
