You could also add Motion Blur to moving 2D images by using the Motion Blur 2D node in combination with the Vector Blur node. It's a two-step process, where the Motion Blur 2D node first creates motion UV data, then the Vector Blur node uses the motion UV data to generate the actual motion blur. There are two different cases to look at. First we'll start with Motion Blur, using the Transform mode. I'll zoom into my picture here. And we've used the Transform 2D node to add some motion to this object, but no Motion Blur. So let's see how we'll add Motion Blur to this with the Motion Blur 2D and Vector nodes. I'll select the Transform node. We'll go to the Filter tab, and select the Motion Blur 2D node and hook that in. Up here in the Property panel, you can see the output UV coordinates are set into the Motion channel. And you of course could change that if you wanted to.
