Cron jobs that run independently of users are system cron jobs. System cron jobs are stored in /etc/cron.d/ and can be run as any user. However, they are not run BY the user but rather by the service. There are also shortcut directories in /etc/ for quick cron job entries. To run a script every hour just place it in the /etc/cron.hourly directory.
