- Leaders building a cross-functional team need to understand the project's objectives and the resources required to achieve them. This includes knowing the functional expertise the team needs, you'll have to negotiate with departmental stakeholders to secure those resources. In terms of identifying resources, define your project objectives, what's required to deliver on them, that will dictate your budget, the people you need, how much time you'll need, and the skills required to make those objectives happen. Look at functional expertise, do you need someone who knows technology, do you need a finance person, will there be personnel issues? If so, you better have somebody from human resources. Do you need to think about marketing, sales, supply chain and operations?
