Cyber threats to government

- [Kevin] Government organizations are mainly concerned about targeted attacks and the introduction of malicious software into their systems. Preventing illegitimate access to these systems is seen as their primary defense to these threats. Whereas the types of attackers they expected are mostly from state-sponsored spies, criminal elements, or political activists, both political and corporate spies also rate high as threats. As stated before, government agencies are primarily concerned about the impact of any threat to their constituents and the damage such an attack or outage of a major system would do to public confidence and support. Identity theft and system downtime, however, remain central to maintaining public trust. With respect to application security risk, government organizations fear the lack of security skills within the organization's staff, poor and inadequate application testing methodologies, and the lack of awareness across their organization of application security issues.
