- [Instructor] The interaction between federal and state laws is complicated, but the concept of preemption helps us sort through any conflicts that might exist. International law, on the other hand, has no such principle. Multi-national organizations face a confusing set of requirements coming from the regulators of many different nations. Cross-border privacy enforcement is perhaps the trickiest issue of all. Multi-national organizations often need to transfer data across international borders for very legitimate business purposes. For example, they might want to consolidate all of their sales records at a central headquarters for analysis. Performing this type of consolidation may involve transfers across many different jurisdictions.
