- [Instructor] In 1934, the US government created the Federal Communications Commission or FCC. And doing so they made the commercial ownership of radio frequencies a regulated industry. In the words of the FCC, "The Federal Communications Commission "regulates interstate and international communications "by radio, television, wire, satellite, and cable." Here's how it all works. First, the FCC determines what part of the spectrum should be used for public or private use. Second, they announce the auction of certain parts of the segment. Third, they distribute operating licenses to the winning bidders. The licensing of the radio frequencies covering geographic regions effectively limits the number of carriers present in any particular frequency range.
