Using the Frame tool: Photoshop CC 2019 New Features

The new Frame tool is like a vector mask. You can draw a rectangle or an ellipse and then place an image inside it, either from the Libraries panel, Bridge, or a Windows desktop, or a Mac Finder folder window. You can scale the frame, you can move the image independently of the frame, and you can convert a type (or text) layer to a frame. This purpose is already better served by a vector-based path outline or clipping mask. The Frame tool also appears in the Content-Aware Fill taskspace.
