Join Justin Seeley for an in-depth discussion in this video Using blur and sharpen tools, part of GIMP Essential Training (2012).
Even though we have the ability to blur and sharpen images using filters, chances are…you're going to want a little bit more control over where you blur, and where you sharpen your images.…And so lucky for you, we have a tool inside of GIMP that allows you to do this based upon…a brushstroke, and it's actually located right here: it's called the Blur/Sharpen Tool, and…it allows you selectively blur or unblur using a brush.…And so when you select this tool, you get all these options down here, like the Size…of the brush, you also get to control things like whether or not you're blurring or sharpening,…and then the Rate at which you are blurring or sharpening.…
So in this case, I am going to choose Sharpen for the first part of this, and I am going…to create a new layer on top of my other layer.…I am going to duplicate it, actually, by clicking on this button, and I am just going to call this Blur.…Then we'll create another new layer on top of that, and we are going to call this Sharpen.…And I'll turn off the Blur layer for now, and only work on the sharpening layer.…

Q: This course was updated on 09/04/2014. What changed?
A: We added a movie that explains why you can't achieve some of the effects shown in these tutorials in the Windows version of GIMP. This is due to the fact some plugins have been removed since this course was recorded. Watch the "IMPORTANT: Before we get started" to learn more about how these changes will impact you.
