Join Justin Seeley for an in-depth discussion in this video Adding noise to an image, part of GIMP Essential Training (2012).
Although in most cases we are trying to remove noise from photographs, there does come a…time when photographers or somebody else wants to add in noise to a photo, whether they're…trying to age the photo, make it look more like it was shot with film, or whatever the…case may be, adding noise can actually add a little bit of an extra creative touch to…a photograph, as long as it's done properly.…And so what we do here is add a little bit of noise to this photo that we have.…And in order to do that, we are going to go up to the Filters menu, and go down to the…Noise, and inside of the Noise selections here we have quite a few to choose from.…
I am going to pick the Noise generator, though, because I feel like this gives me the most options.…Then I am going to launch this in its little own little window.…And you will notice when you get in here that there is a not a lot of noise being introduced,…and my suggestion would be to pan somewhere in your photo that has a lot of good representations…

Q: This course was updated on 09/04/2014. What changed?
A: We added a movie that explains why you can't achieve some of the effects shown in these tutorials in the Windows version of GIMP. This is due to the fact some plugins have been removed since this course was recorded. Watch the "IMPORTANT: Before we get started" to learn more about how these changes will impact you.
