Multitiered lists: Excel 2016: Data Validation in Depth

Use the Data Validation List option (under Allow on the Settings tab) to make one list be dependent on the entries in a parallel column or row. After defining a list to serve as the source for another list, define the second list with a formula like: =INDIRECT(B1) where B1 is the first cell in the independent list.
