- A PMO is not the same as a project. You may think that sounds obvious but a lot of businesses get this wrong. PMOs, especially business focused PMOs, are permanent parts of how organizations are run. They're business functions, mini departments if you like. As such, they need to be managed in the same way as other departments. They exist for a reason that benefits the business, their purpose, and they have specific areas they focus on in each cycle, their priorities. Once those are in place, then just like every other business function they develop business plans that allow them to achieve their goals. These goals align with leadership and the priorities. If the priority is to reduce the average schedule delay on projects, the goal may be to have it below a week by the end of the current period.
