- HR plays an important role in helping make sure companies comply with employment laws and regulations and to do that well, you need to know where various laws come from. Federal law is found in the Constitution. Federal statutes are passed by Congress, executive order, or are stipulated by regulations, agency guidelines, and common law. And with more than 180 laws regulated by the U.S. Department of Labor, or DOL, it can be challenging for employers to figure out how to consistently remain in compliance.
