- American economist Milton Friedman said, "One of the great mistakes "is to judge policies and programs by their intentions, "rather than their results." This holds true for training programs as well. In order to determine if your training program actually did what you intended for it to do, you have to measure its effectiveness. The most commonly used measurement model is the Kirkpatrick model. The model involves four levels. They are reaction, learning, behavior, and results. Reaction is whether the learners found the information useful. You can measure reaction to training by soliciting informal comments or providing learners with a survey either during training or immediately after. If possible, it's a best practice to issue an evaluation while in the training session, because that's when participant reactions are most accurate.
