- Who do PMOs in your organization report to? That's one of the first questions I ask any new client I work with. The answers tell me a lot about how their PMOs operate, and it gives me a clue as to what some of their problems might be. With traditional PMOs, there's different reporting models and structures, and some are more successful than others. More operationally focused PMOs can continue to report to individual departments, but they must exist with the support of the business focus PMO. For that function, there's a few rules you have to make sure you comply with. The PMO should not report to a specific department. The scope of its work is all projects. It helps the business achieve all goals and objectives by improving the results projects deliver. As such, it must be seen as independent, and if it reports to IT, product management, or a similar department, that independence will be questioned.
