It's basically referring to someone who is too wrapped up and focused on the small details of a problem and unable to see the situation as a whole. Sound familiar? I often find this is true about myself when I'm somewhere around the middle of my story. I get so hyper focused about making a single scene or paragraph or plot point work, I forget what the whole story is about. This can easily happen to non-fiction writers too.
