- In government, the top objective is to serve the people. Then that's broken down into more specific goals for each level of government, until you're finally given your department's objectives. The challenge is that many workers don't know how to link their tasks or projects to the top objective. As the leader, you need to know how to break down your department's objectives into individual assignments for your team. So let's walk through an example. You're in charge of maintenance for the local parks district and your objective is to maintain the present level of quality and service at nine parks.
