- Good relationships require effective communication and respect. And that includes your relationship with unions. Unions initially formed because employees were unhappy with some aspect of their relationship with their employer. This led to the passing of the National Labor Relations Act or Wagner Act, which gave employees the right to organize and participate in union organizing activities. The Wagner Act also established the National Labor Relations Board. Now, no matter how good your relationship with unions, conflicts arise, so it's important you know how to react.
