- Time, cost, scope; all these constraints can feel overwhelming, but don't despair, the Waterfall Project Methodology has to manage all three constraints throughout the whole project. Since Waterfall is a methodology based on defined processes, the steps to manage those constraints are laid out for you across each phase of the lifecycle. So let's look at each constraint, and the tools at your disposal to effectively manage it. Let's start with time management in Waterfall. There are tools for this and the first tool that you should look at and implement is the work breakdown structure or WBS. The work breakdown structure is simply you defining with your team members all of the major pieces of work that need to be completed, to get to your end goal.
