The reflections of lights on oily dark skin will be even more pronounced than that on light skin, so you'll want to start by washing your face to remove as much of the surface oils as possible. This goes for men as well as for women. A benefit of being male in this instance is that washing your face may be all you need to do. For that reason, I'm going to concentrate on women.
