- Rules are made for a reason. And whether we like them, or not, we're expected to follow them. A rule is often prefaced with "Don't". Don't walk on the grass. Don't touch wet paint. We're familiar with those rules, and logic tells us why we should follow them. Proposal writing also has rules. Rules that we may not like, but if we think logically, we can understand the need for them. Easy ones to follow are, Submit the proposal by 11:59 p.m. Eastern Standarad Time June the 11th. Obviously the client wants all proposals submitted by a certain time, so he knows how many he has to read. If one comes in at 11:59 p.m. Eastern Standard Time June 12th, it'll be labeled "Non-compliant", and not read. Another easy one to follow is, Include the following in this order: plan of work, qualifications and experience, budget, and task schedule.
