They are constantly evolving as people and technology change. You can find primary resources about Android accessibility, including usability and design, in the material design documentation and the Android accessibility documentation. If you have any questions, you can ask them at the Eyes-free Programming and development discussion list. Some members of the Accessibility Team at Google may be available to answer your questions. And you can also search for previously asked questions. Maybe someone already solved your problem. Also, don't forget to keep yourself up-to-date with the Web Accessibility Initiative group that maintains the web content accessibility guidelines.
