There are plenty of tutorials over here in the library that explains how to do it. But I will point you to one set of these oily photography actions that you can buy from this website. As you can see in these samples, it looks great. And the price is just a fraction of a common plugin. But there's also less customization and control over the final result. It's also less easy to apply it to a video clip because these actions were designed to work with a steel frame.
