When you go to print the book, it will automatically be chosen which store is correct for you. This will be based on your Apple ID. Now, this is tied to the credit card and where the billing happens, so there are some limitations here. When you go to place an order, you're only going to be able to order from the store where your billing is located for your credit card. So, if you're traveling internationally and you have a domestic credit card, you might only be able to ship to countries that you actually have a billing address in.
Now, this is the idea here that Apple tries to cut down on piracy. So they do have limitations, so you can only order the image from the store that you actually live in or the store that your credit card is affiliated with. You're not able to order products from other international stores. Now, if you check the online help, there are some additional details about this. You'll notice here by going under Ordering overview, I see that I need an Apple Store and that it's going to be affiliated with the country where my billing address is.
If you want to ship to another country, you'll have to order the material and have it shipped to your billing address or within the same country. You can ship to other family members directly, but they need to live in the same country as your billing address, otherwise, ship to your house and then mail it yourself. You'll notice here for the billing addresses that the following credit cards can be used. Generally speaking, American Express, MasterCard and Visa are accepted globally. If you're in the U.S. or Canada, you can also use a Discover Card.
