The default behavior when your in the Free Transform mode, let's go ahead and get in there. We'll get the small layer selected. Command+T/Ctrl+T brings up Free Transform. The default behavior is just to scale when you grab a corner handle. This is a free scale, an arbitrary scale, which means I can make it any free size I want. To do it proportionally, of course, you hold down the Shift key and that constrains it to be a proportional scale. If you want to do a free distort while you are in the middle of the Free Transform mode, hold down the Command key or the Ctrl key in Windows and rather than doing just an arbitrary scale, now you are doing an arbitrary distort.
So you can make this in any sort of trapezoid shape you want. I will just drag that handle around. When you are happy with the results you either hit the Enter key to accept them, or if you are unhappy just hit Escape to cancel. I'll go ahead and hit Enter to apply. And there you have it. Free Transform has a Distort mode. Hold down the Command key or the Ctrl key to access the Distort mode.
