The Rectangle tool is in the fly out menu with the Oval tool, Rectangle Primitive tool, the Oval Primitive tool and the PolyStar tool, so it may be hidden at first. So hold your mouse down to open the fly out menu and select the Rectangle tool. Note that its keyboard shortcut is R. Just like all the other drawing tools, you can toggle Object and Merge Drawing in the toolbar, and fill and stroke options in the Properties panel. The Rectangle Options adjust the different radii of the rectangle. If I have the link option selected, adjusting an option applies to each corner of the rectangle.
So let's say I set this to 50. All the corners of the rectangle have a radius of 50. Now I can click and drag to create a rounded rectangle. Notice that you can draw the shape from the center by holding the Alt or Option key. That you can constrain the shape to a square if you hold the Shift key. Note that it looks like a circle here, because I have the corner radius on, but if I didn't, you would see that it's a square. So I'll draw the shape on the Stage. I'll undo that change. Then I'll make one radius unique. So unlink them.
Then I'll change the top left radius to 10. Now when I draw a rectangle, the top left corner has a different radius than the other three. You can also have a negative radius in Flash. So let's say I drag the radius down to -34. I click and drag the shape, and the radius for each corner goes in. So using the Rectangle tool, you can adjust Object and Merge Drawing when the tool is selected in the toolbar. You can adjust each corner radius in the Properties panel Rectangle Options section.
